Summary:

The aim of this proposal is to update and optimise the existing legal framework for European statistics on tourism, namely Council Directive 95/57/EC. Over the past decade, communications from the Commission and resolutions passed by the European Parliament have called for changes to the legal basis of tourism statistics.

The Commission adopted the proposal on 29 March and sent it to the Council and the European Parliament.

After an informal written consultation to the Member States, this dossier was discussed for the first time at the STATIS WP meeting of 19 May 2010. The main issue concerns the powers conferred on the Commission to adopt delegated acts.

During the STATIS WP of 1 June 2010 most of concerns about the delegation of powers were clarified and more progress was achieved during the Working Party of the 22nd June. Nevertheless, there were still some disagreements regarding the treatment of the same-day visits (article 3.1), the ad-hoc modules (article 3.3), the pilot studies (new article 4a), the calendar (article 7) and the delegated acts in the whole proposal.

The Spanish Presidency tried to contact the EP Rapporteur in order to share the Council views on the dossier, but due to the busy agenda of the EP Rapporteur, it was not possible. The EP Rapporteur prepared a draft report on 7 September 2010; it was discussed in the TRAN Committee on its session on 28 September 2010.

After negotiations with the Commission, the Belgian Presidency submitted a revised Presidency compromise text, with a completely new section on same-day visits, to the STATIS WP on 7 October 2010. During that WP meeting, the Commission withdrew also the section on ad-hoc modules. This was discussed intensively and on some points substantial progress was made, but since the proposal was submitted rather late, a written consultation was launched on the section on same-day visits.

The Belgian Presidency had an informal meeting with the EP Rapporteur, Mr. Brian Simpson on 26 October 2010. They discussed the amendments of the European Parliament as well as the changes introduced meanwhile by the STATIS WP. On many items, the amendments of the EP Rapporteur and the Council amendments went in the same direction and it seemed to be possible to find an agreement. Some amendments of individual MEPs seemed more delicate. However, the TRAN Committee voted almost all amendments in its session on 8 November 2010.

At the STATIS WP on 22 November 2010, a new compromise text of the Belgian Presidency was discussed. At the same time, the Belgian Presidency launched a written consultation on the amendments of the EP. The Belgian Presidency submitted a new compromise text in the session of 13 December 2010, which was finally approved. Meanwhile, negotiations with the bureau of the EP Rapporteur were resumed and concluded in a promising way.

Right after the start of the Hungarian Presidency, an informal trilogue meeting was held at the EP with the aim of reaching agreement on the compromise text. Significant progress was made regarding most of the problems. In the Council Working Party meeting of 2 February 2011, one outstanding issue remained, the number of rooms accessible for persons with reduced mobility (PRMs), which the MSs could not agree on. The Hungarian Presidency, will come up with a new compromise proposal regarding this issue.

Summary:

The purpose of this proposal is to establish a common framework for the collection, compilation, transmission and evaluation of European environmental economic accounts for the purpose of setting up environmental economic accounts as satellite accounts to ESA 95 by providing methodology, common standards, definitions, classifications and accounting rules, intended to be used for compiling environmental economic accounts.

The Commission adopted the proposal on 9 April and sent it to the Council and the European Parliament.

An informal written consultation to the Member States was carried out on 18 May in order to prepare the discussion for the meeting of the STATIS WP of 1 June 2010.

The main issue for Member States concerns the powers conferred on the Commission to adopt delegated acts and much progress on this issue was achieved during the meeting of 1 June 2010. Spain prepared a Presidency Compromise text for the meeting of 22 June but it was not possible to reach an agreement on the compromise text because of some disagreements on delegated acts and changes proposed by the Commission in Annex II, which needed further analysis by the Member States’ experts.

The Belgian Presidency had a first contact with the bureau of the EP Rapporteur in order to co-ordinate the parallel treatment of the Dossier in the Council and the EP.

At the STATIS WP of 20 September 2010, the Belgian Presidency presented a revised Presidency compromise text, which was almost entirely adopted, one open issue on deadlines standing.

Meanwhile, the EP Rapporteur prepared his draft report. It was submitted to all delegations, who were invited to comment summarily on the proposed amendments. From this consultation, it was clear that many amendments were acceptable but that at least three amendments were clearly rejected.

On 21 October 2010, the Belgian Presidency had an informal telephone meeting with the EP Rapporteur, Mr. Jo Leinen. The discussion was mainly about the three rejected amendments. The EP Rapporteur explained the reasons for these amendments but the Presidency held its ground.

At the STATIS WP of 25 October 2010, a final agreement was reached on the last open issue. The discussion was then opened on the EP amendments.

The ENVI Committee voted almost all amendments, including those rejected by the WP and some of those adopted in the ECON Committee, in its session of 9 November 2010.

An informal trilogue took place on 11 November 2010. Its main outcome was that the Rapporteur would try to postpone the vote in plenary until January or February 2011 and that negotiations between the Belgian Presidency and the Rapporteur would continue in an attempt to find a First Reading agreement.

The STATIS WP of 22 November 2010 discussed the possibilities and limits of the negotiations and outlined a strategy. Delegations were given a delay until 27 November to submit further comments. A final discussion on the amendments was held at the STATIS WP of 13 December 2010. Due to agenda problems, it was not possible to schedule a new trilogue under the Belgian Presidency.

The Hungarian Presidency took part in a technical level meeting with the EP on 14 January 2011 during which agreement could be reached in many issues with the aim of reaching a first reading agreement. Following the technical level meeting, the EP proposed to hold an informal trilogue meeting on 3 February 2011.

On the basis of the technical meeting, a new compromise text was prepared and discussed at the Working Party meeting on 2 February 2011 together with the latest document sent by the EP in which they outlined that they could agree with the compromise text with the exception of three issues: the issue of now-casts, the extension of reporting requirement on net increment of fish and timber stock, and the inclusion of unused extraction data. As the EP position arrived late, Member States were asked by the Presidency to send before the trilogue meeting of 3 February written comments on the EP proposals, including the comitology issues linked to the new Comitology Regulation that will replace the current regulation.

The political trilogue with the EP ENVI Committee was held on 3 February 2011 during which the parties discussed their positions. As a result of the meeting considerable progress was made, the EP could accept most of the proposals agreed by the STATIS WP. The parties committed themselves to finalise the remaining open issues of the now-casts and implementing acts as soon as possible in order to reach the first reading agreement.

Summary:

The purpose of this proposal is to update the common framework for the systematic production of permanent crop statistics.

The Commission adopted the proposal on 21 May 2010. The Belgian Presidency launched a written consultation, and opened the dossier for discussion at the STATIS WP of 20 September. The dossier was again on the agenda of the STATIS WP of 22 November, where the discussion article by article was finalised. Negotiations with the Commission were ongoing when the dossier was handed over to the Hungarian Presidency.

Before the STATIS WP of 2 February 2011, the Hungarian Presidency circulated a Presidency Note highlighting the main issues of concern for the Member States and suggesting possible solutions for them. The STATIS WP of 2 February 2011 received the paper positively, the Hungarian Presidency will draft a compromise text on the basis of the opinions expressed.

On 9 February 2011 the Hungarian Presidency will have a first technical meeting with the EP rapporteur.

Carriage of goods by road

Summary:

The codification of Council Regulation (EC) No 1172/98 of 25 May 1998 on statistical returns in respect of the carriage of goods by road was initiated by the Commission. The new Regulation was to have superseded the various acts incorporated in it; their content was to have been fully preserved and hence it would have done no more than brought them together with only such formal amendments as would have been required by the codification exercise itself.

In the meantime, the Lisbon Treaty came into force. Under Article 290 of the TFEU, the legislator may delegate to the Commission the power to adopt non-legislative acts of general application to supplement or amend certain non-essential elements of a legislative act.

Such a delegation of power was considered to be suitable for certain provisions of Regulation (EC) No 1172/98. The Commission considered it was therefore appropriate to transform the codification of Regulation (EC) No 1172/98 into a recast in order to incorporate the necessary amendments.

The dossier was introduced at the STATIS WP of 25 October 2010.

The Hungarian Presidency initiated a written consultation on the dossier in January 2011, the results of which were communicated during the STATIS WP of 2 February 2011. As a next step, the Hungarian Presidency will prepare a compromise proposal based on the opinions received from the Member States.

ESA 2010

Summary:

The overall aim of the project is to revise ESA 95 in order to bring national accounts in the European Union, in line with new economic environment, advances in methodological research and needs of users.

The revised ESA should be the appropriate methodological reference for the production of the high quality national accounts data required to support the implementation of major EU policies.

The Commission adopted the proposal on 20 December 2010.
