The deficit as a proportion of GDP was 4.7% in 2025

According to preliminary data the balance improved year-on-year by HUF 126 billion, close to 0.5 percentage points as a proportion of GDP.

The Hungarian Central Statistical Office reported the data to Eurostat, the Statistical Office of the European Union in compliance with the regulation on Excessive Deficit Procedure (EDP), according to the methodological requirements included in the European System of Accounts (ESA 2010). The deficit of the general government sector was HUF 4059 billion, representing 4.7% of GDP. The debt of the general government sector at the end of 2025 – based on data of the National Bank of Hungary – reached HUF 64 912 billion, 74.6% of GDP.

The balances by subsectors developed in 2025 as follows. The deficit of the central government amounted to HUF 4174 billion, while local governments and social security funds had HUF 49 and 66 billion surpluses. The central government had a HUF 1791 billion, the local governments had HUF 104 billion deficits, the social security funds had a HUF 37 billion surplus in the 4th quarter of 2025.

The revenue of the general government sector was HUF 37 082 billion, its expenditure HUF 41 141 billion in 2025.

In 2025 compared to 2024:

Revenues increased by HUF 2706 billion, by 7.9%. The largest, HUF 966 billion (6.9%) increase in value was recorded in taxes on production, within it, VAT revenues grew by HUF 823 billion (by 11.0%). Social contributions surpassed the previous year’s level by HUF 776 billion (by 9.2%). Revenues from taxes on income increased by HUF 374 billion (6.1%). Other revenues grew by HUF 584 billion (10.1%).

Expenditures increased by HUF 2580 billion, by 6.7%. The growth in case of paid compensation of employees was HUF 891 billion (10.6%). Regarding social benefits other than social transfers in kind the rise was HUF 671 billion (7.6%), intermediate consumption went up by HUF 469 billion (by 6.8%). Interest expenditures lessened by HUF 659 billion (by 16.6%). Gross fixed capital formation decreased by HUF 246 billion (by 6.9%), compared to the last year’s level. Other general government sector expenditures grew by HUF 1455 billion (by 21.0%).

In the 4th quarter of 2025 compared to the same period of 2024:

The general government sector had a deficit of HUF 1858 billion, representing 8.3% of GDP. The HUF 79 billion higher deficit is 0.1 percentage points more favourable compared to the previous year.

Revenues increased by HUF 974 billion (by 10.8%).

Expenditures went up by HUF 1053 billion (9.8%).
