Ownership rights of the National Data Asset Management Agency (NAVÜ) have been transferred to the Hungarian Central Statistical Office

The Hungarian Central Statistical Office (HCSO) became the ownership rights practicing entity of the National Data Asset Management Agency starting on 1 February 2024. With the transfer of the NAVÜ ownership rights to the HCSO processes as data collection, processing, analysis and publication are all gathering pace. Due to this change, parallelisms between the activities of the two organisations cease, these become more rational and cost-effective. Following the ownership rights transfer, NAVÜ is going to operate within the same frame, from now on, however, under the ownership management of the HCSO.

The Hungarian Central Statistical Office is the largest data asset manager of Hungary, producer of the Hungarian official statistics, having more than 150 years’ experience in data collection, processing, analysis and publication. Furthermore, the HCSO has extensive connections both within the European Union and in broader international context.

Ownership rights of the National Data Asset Management Agency have been transferred, starting from 1 February 2024, from the Digital Hungary Agency to the Hungarian Central Statistical Office. NAVÜ is responsible for state functions regarding national data asset administration, operates the National Public Data Portal, is responsible for creating and operating the national public data cadastre and the national data asset inventory, furthermore fulfils data analysis, data supply and information duties. It is worth mentioning that the process is not a merger, rather a change in exercising ownership rights; NAVÜ is going to operate within the same frame, however, under the ownership management of the HCSO.

By HCSO exercising the NAVÜ ownership rights processes as data collection, processing, analysis and publication will be more efficient and faster. Parallelisms between the activities of the two organisations cease, they become more rational and cost-effective due to this change. Data governance and data utilisation duties of the NAVÜ show certain overlaps with the statistical activity of the HCSO. This connection between the two institutions is to the purpose, as user, researcher, society or the business field support will be more efficient.

Duties regarding data governance and related coordination activities, as defined by EU legislation, are fulfilled in several countries by their Statistical Offices. The HCSO and NAVÜ continue to collaborate based on the European Data Governance Act (DGA). The purpose of DGA is boosting confidence in data sharing, improving data access mechanisms and to overcome technical difficulties regarding data reuse. The assignment of ownership rights to the HCSO is an added support in reaching these goals.
