Official statistical service

In accordance with Act XLVI of 1993 on Statistics, official statistical activities are performed in Hungary by the members of the official statistical service.


Organs belonging to the official statistical service:

a) the Hungarian Central Statistical Office;

b) the ministries;

c) the President of the National Office for the Judiciary;

d) the Office of the Prosecutor General;

e) the National Bank of Hungary;

f) the Hungarian Competition Authority;

g) the National Research, Development and Innovation Office;

h) the Hungarian Energy and Public Utility Regulatory Authority;

i) the Research Institute of Agricultural Economics.


Organs belonging to the official statistical service perform their statistical activities in harmony with the Regulation (EC) No 223/2009 of the European Parliament and of the Council on European Statistics, the European Statistics Code of Practice and the provisions of the Act XLVI of 1993 on Statistics in a professionally independent manner.

The head of the organ belonging to the official statistical service shall ensure the independence of the statistical activity, and the objectivity of the statistical information provided.


The tasks of the Central Statistical Office within the official statistical service:


  • coordinating statistical activities, performing professional and, in some particular cases, other kinds of governance activities;
  • preparing the draft of the national data collection programme of the official statistical service, implementing its own data collections and monitoring the implementation of the programme by the bodies of the official statistical service

The Hungarian Central Statistical Office, in order to fulfil its tasks, may ask information from the members of the official statistical service about their statistical activities and about the implementation of the National Statistical Data Collection Programme and they are obliged to provide the requested information.


The organs of the official statistical service are members of the National Statistical Council, which operates as a professional advisory and opinion-forming body beside the President of the HCSO in order to further the operation and the co-ordination of the work of the official statistical service, to enforce the representation of the interests of society and the requirements of data users as well as to express an opinion on the draft of the National Statistical Data Collection Programme.


Obligatory data collections of the official statistical service concerning legal persons and, in respect of their economic activity, natural persons and organisations without legal personality performing economic activities as data providers are laid down in the Government Decree 288/2009. (XII. 15.) on Data Collections and Transfers of the National Statistical Data Collection Programme. The data collections of each organisation form a separate annex to the government decree. The content of the government decree is compiled by HCSO in coordination with the organs of the official statistical service and taking into account the standpoint of the National Statistical Council.
